1981年1月28日、アメリカ、アイオワ州シダーラビッズ出身。
モデルやコマーシャルなどの活動を経た後、 9歳からプロの俳優としての活動をスタートさせる。
1988年、バック・トゥ・ザ・フューチャー PART2で俳優デビュー,1990年、わが心のボルチモアで主演。
その後、フォーエヴァー・ヤング/時を越えた告白。危険な遊び。ハックフィンの大冒険、
8月のメモワール。フリッパーなどの映画に出演。NATOのヤングスターアワードなどの賞を受賞。
その後、アン・リー監督のアイス・ストームに出演。この作品で子役から若手俳優としての1歩を踏み出す。
1998年にはロバート・ロドリゲス監督のパラサイト、ミミ・レダー監督のディープ・インパクトなどに出演。
その後、BLACK AND WHITE、記憶の旅人、 Chain Of Foolsなどの作品を経て、
2001年、オーディションで超大作3部作、ロード・オブ・ザ・リングのフロド役を射止める。
その期間は他に17歳体験白書、ロード・トゥ・ヘル、スパイキッズ3(カメオ出演)、
ｴターナル・サンシャインなどの作品にも出演。
3部作終了後、イライジャ自身は役柄が固定されてしまうことを避ける為に
インデペンデント系のより個性的で小さな作品や、個性的な役柄を選択している。
LOTRの終了後、フーリガンではフーリガンの世界にのめり込んでいくアメリカ人青年の役を演じ、
リーブ・シュレイバー監督の僕の大事なコレクション、では
ウクライナを旅する七三分けに特注レンズの大きな眼鏡をかけた
収集癖のある少し変わった個性的な青年の役を演じる。
ロバート・ロドリゲス監督のシン・シティ(SIN CITY)では一言も台詞のない、
恐ろしい戦闘能力とカニバリズムを持つ殺人鬼の役を演じた。
